November 07th, 2023, President Bola Tinubu appoints Dr. Abu Mukhtar,
to serve as the National Coordinator of the Presidential ‘Unlocking Healthcare Value-Chain’ Initiative. This vital appointment, under the auspices of the Federal Ministry of Health & Social Welfare, seeks to ‘unlock billions of dollars of new investment into the nation’s healthcare-delivery system’. The ultimate goal of this initiative is to significantly improve healthcare delivery in Nigeria, enabling the country to establish a cost-efectivehealthcare supply chain and foster self-reliance wherever feasible.


Black Shield Description

Project Black Shield (PBS) is an important element and a critical enabler of the healthcare.Presidential Initiative. It is a public-private partnership (PPP), including foreign investments in resources and innovation and technology transfer,with the obiective to build, in Nigeria, the capabilities needed to achieve and deliver the Presidential Initiative.
Goals and Milestones

PBS is dedicated to building the capabilities needed for local manufacturing and supply chain management of essential invitro diagnostics, vaccines, and biologics. PBS will establish a bioscience park in Kano, which will house the manufacturing of these needed products including the manufacturing of primary packaging vials. The Science Park will work to attract foreign investments in healthcare into Nigeria, promote technology transfer and the sharing of facilitiesand knowledre, It will feature a training center (the Africa Bio Training Center - ABC) to develop local and continentaexpertise in bioscience, a Biomed center (the Africa BioMed Center - ABMC) to support emerging Bio, MedTech, and Digital-Health startups in Afica, and a University-Industry Innovation Center (UllC) to foster collaboration betweenindustry and academia, accelerate innovation, support talent development, and encourage entrepreneurship. Byconsolidating these resources, PBS aims to enhance Nigeria‘s healthcare capabilities and drive growth in the bioscience sector.
